The Yes side has already declared victory with 51.3% ahead with 99% of the ballot boxes opened. People voted for or against a new Constitution that abolishes the prime minister's office, centralises all executive power in the president, and empowers the president to issue decrees and appoint judges and officials without the need for ratification by any other body.
According to a report by Kathimerini, speaking on behalf of SYRIZA, Vice President of European Parliament Dimitris Papadimoulis said that the referendum showcased how divided the Turkish nation really is, and described the result as a disputed victory by Erdogan.
On Sunday, the European Commission said Turkey should seek a national consensus on the constitutional amendments, given the narrow majority and the extent of their impact.
"There is only one way to end the discussions about the vote's legitimacy and to put the people at ease, and that is for the Supreme Electoral Board to cancel the vote", Tezcan said.
Leaders from the European Union, with which Turkey has spent years in talks to join the bloc, expressed doubt over the continuation of those negotiations after President Recep Tayyip Erdogan said he would make moves to bring back the death penalty - a clear red line for the EU.
Giving the President sweeping powers, Turks may have taken a historic path strewn with uncertainties. They set a limit of two five-year terms for presidents.
New presidential and parliamentary elections are scheduled for November 3 2019.
