There is an unconfirmed report, Stephen's may have been at a DC hotel last night. He has been gone long enough to be nearly anywhere in the country today.
The police chief said: "We are not going to pinpoint a specific thing and say this is what triggered this, because we don't know".
"We prioritise reports with serious safety implications for our community, and are working on making that review process go even faster".
Pennsylvania State Police say the suspect in the random killing of a Cleveland retiree posted on Facebook has shot and killed himself after a brief pursuit.
"Found me somebody I'm about to kill ... this old dude", Stephens says in one clip included in national news reports. "If you are out there, if you're listening, turn yourself in".
Stephens had referred to himself as a case manager.
Officers were sent to check the area, and police say eight elementary schools and a high school were locked down as a precaution. He shot and killed himself a short time later.
An argument can be made that showing the killer's video messages before and after the heinous crime illustrates how unhinged and unsafe Stephens is while improving the chances of him being spotted and caught.
Police issued an arrest warrant for aggravated homicide against Stephens, described as a six-foot one-inch, 244-pound black man with a full beard who was last seen in a white Ford Fusion with temporary licence plates. They believe he is still out there in the original vehicle he left the scene of the killing in.
"There is no need for any further bloodshed in this incident tonight", police chief Calvin Williams said at a news conference on Sunday.

A $50,000 reward was offered for information leading to his capture and prosecution. Stephens had expressed interest in talking to the pastor of the church he attends.
Godwin was a father of nine children and grandfather of 14, his son Robert Godwin Jr told the Cleveland Plain Dealer.
