Police say a man killed someone on Facebook Live and a manhunt is underway Sunday.
Police said Stephens was angry at a woman when he shot and killed 74-year-old Robert Godwin Sr, at random on Easter Sunday.
Stephens allegedly wrote: "I killed 12 people today", and said he wouldn't stop until he could speak to his mother and a second woman.
Williams said, "Currently, there are no other victims that we know of".
Police said Sunday night that Stephens "may be out of state at this time", and called on residents in Pennsylvania, New York, Indiana and MI to be vigilant. Police said the shooter broadcasted the deadly shooting live on his social media page and claimed to have committed other homicides.
The video of the killing was posted on Facebook for about three hours before it was removed. In another Facebook post, Stephens called the shooting (s) an "Easter day slaughter" and called himself "the #goodguy".
In a statement, a Facebook spokesperson said the shooting was a "horrific crime".

Mr Williams said that authorities had put out alerts "in the state of OH and beyond" over the "senseless" incident, and urged people not to approach the suspect, who he said was likely to remain armed and unsafe.

Stephens says in the live video post that he "messed up".
In the live video, he pulls up to an elderly man in his vehicle and says: "Finally found somebody I'm going to Kill, I'm going to go kill this old dude". Police said he weighs 244 pounds, has a full beard and was considered armed and unsafe. Stephens is driving a white Ford Fusion with temporary license plates, according to Cleveland police. Police have not verified that claim. Cleveland State University issued an alert on social media.
The FBI told CBS News that it will will provide additional personnel, investigative techniques and various resources to this ongoing situation.
"We are shocked and horrified like everyone else", said Nancy Kortemeyer, a spokeswoman for Beech Brook.
He asked the 78-year-old man if he knew his girlfriend Joy Lane, and then announced, "She's the reason this is about to happen to you", before drawing a gun and shooting the man in the head.
