Nearly 100 days into President Donald Trump's first term in office, the USA has appeared determined to oppose Russian Federation at every corner.
The attack on Khan Sheikhoun is expected to be near the top of the agenda when the OPCW's executive committee meets Thursday at the organization's headquarters in The Hague, Netherlands.
Mr Tillerson's trip to Moscow comes just days after a USA air strike on a Syrian airbase, mounted in response to a chemical attack on a Syrian village, which is widely blamed on the regime of Syrian President Bashar al-Assad, a Russian ally.
Tillerson said he wants to understand why U.S. -Russia differences exist.
During a joint press conference Wednesday, Tillerson said the two had a "lengthy exchange of views regarding the situation in Syria and shared perspectives on possible ways forward".
Echoing the Russian stance on cooperation, Tillerson said Russia and the United States will continue discussions about how to find a solution to the Syrian conflict.
He said Moscow has lots of questions about the "very ambiguous" and "contradictory" ideas emanating from Washington.
By casting a veto on a UN Security Council resolution condemning the Syrian regime's use of chemical weapons, Russian Federation said "no" to resolving the conflict in the country, USA ambassador to the United Nations Nikki Haley said on Wednesday evening.
"We believe it's fundamentally important not to let these actions happen again".

Tillerson said Tuesday that Assad's time leading Syria was "coming to an end" and that Russian Federation could lose relevance in the Middle East if it continues to support Assad. Intelligence services from several Western countries dispute that claim.
