Officers could have asked themselves whether the airline had an option to reconsider its actions, said Chuck Wexler, executive director of the Police Executive Research Forum, a group that has called for greater restraint from police officers.
Meanwhile, details emerged about the passenger, who was identified as 69-year-old Kentucky physician David Dao.

The Louisville, Kentucky-bound flight attracted worldwide attention earlier this week when crew members called law enforcement to remove a ticketed passenger from the aircraft to make room for United employees.
United CEO Oscar Munoz has apologized for the incident, and he vowed Wednesday that it will never happen again. United acknowledged that passengers may have been less willing to listen to offers once they were seated on the plane.
"Well, we will have to drag you", the officer says in the video.
Venezuela Supreme Court Backtracks on Parliament Takeover
The pro-Maduro Supreme Court said on Wednesday it was taking over the legislature's role because it was in "contempt" of the law. The Supreme Court duly erased the two controversial judgments during the morning, the information minister said .
The Transportation Department said it is investigating the incident to determine if United violated consumer-protection or civil-rights laws.
"The family of Dr. Dao wants the world to know that they are very appreciative of the outpouring of prayers, concern and support they have received", Dao family attorney Stephen Golan said.
But once police were aboard the plane, it would have been hard to walk away, especially if they did not know why the passenger was asked to leave, said Kevin Murphy, executive director of the Airport Law Enforcement Agencies Network. United was trying to find seats for four employees, meaning four passengers had to deplane.
He said the problem was caused by a "system failure" and a lack of "commons sense" from employees in the situation. A few hours later, the Department of Aviation announced it had placed the two other officers involved incident on leave "until further notice".
What is United Airlines' standard operating procedure when deciding to forcibly remove passengers, including those resulting from involuntary denied boarding? When Dao refused to leave his seat, one of the officers could be seen grabbing the screaming man from his window seat and dragging him down the aisle by his arms.
New Jersey Gov. Chris Christie said Tuesday that he asked the Trump administration to suspend airlines' ability to overbook flights. "This is wrong", "Look at what you did to him" and "Busted his lip".
