Venezuelan President Nicolas Maduro addressed the country in a televised speech on Tuesday evening, accusing those responsible for the military uprising of trying to provoke a "massacre" and lauding the armed forces for their restraint in avoiding direct confrontations.
"If he does get some degree of participation from labor movements, then that can be an additional feather in his cap", said Risa Grais-Targow, the Latin America director at Eurasia Group consultancy in Washington, adding that the march would be "a significant barometer of his support and capacity to mobilize". Venezuelan human rights group Provea said a 24-year-old man was shot and killed during an anti-government protest in the city of La Victoria.
Amid the confusion, Maduro tried to project an image of strength, saying he had spoken to several regional military commanders who reaffirmed their loyalty.
Pompeo told interviewers that Maduro, in the face of street protests against his regime, was prepared to leave Venezuela for Cuba on Tuesday, but that Russian Federation convinced him to stay to fight Guaido's call for the Venezuelan military to join him in a push to overthrow Maduro.
