GOP Health Bill: Senate Leader Faces Battle for Support

Under Senate Republicans' plan, the government would no longer penalize Americans for failing to have health insurance. Instead, it entices people to voluntarily buy a policy by offering them tax credits based on age and income to help pay premiums. It might not be ideal, but it does free Americans of the onerous mandates of Obamacare and slows the roll back in Medicaid, giving states more time to adjust.

While the ACA was passed without Republican support in either the House or Senate, Obama emphasized that many ordinary Republicans had reasons to support the measure: "intensely personal ones" that included a sick relative or concerns about massive medical bills. They are doing this even though this bill affects one-sixth of our economy. The Republican bill isn't a health care plan.

A group of four Senate conservatives issued a joint statement saying they are dissatisfied with the health care reform bill introduced by the leadership but did not rule out negotiations to change the bill more to their liking. Senate Minority Leader Chuck Schumer (D-N.Y.) said, "The president said the Senate bill needed heart".

"This current draft doesn't get the job done", said Cruz who believes the bill is better than current law but doesn't go far enough.

Republican Gov. Susana Martinez of New Mexico - one of 32 states that expanded Medicaid under Obamacare, with the federal government picking up most of the cost - said Thursday that she hasn't had time yet to read the Senate proposal.

Caroline Pearson, a senior vice president of the consulting firm Avalare Health, said the Senate subsidies would be smaller than Obama's because they're keyed to the cost of a bare-bones plan and because additional help now provided for deductibles and copayments would eventually be discontinued. Republicans view Obama's Affordable Care Act as a costly government intrusion into the private marketplace.

The Congressional Budget Office (CBO) will release its forecast on the Senate draft next week. States can not opt out.
