Louisiana's property insurer of last resort, Louisiana Citizens Property Insurance Corp., posted a note on its website that it will not accept applications for new coverage or endorsements for increased coverage effective June 20, 2017 at 4:00 PM due to Tropical Storm Cindy.
The National Hurricane Center says significant additional rainfall is possible before the storm makes landfall near the Texas / Louisiana line Thursday morning. They urged motorists to use caution if they are driving in the southern end of the county. Residents in nearby counties were also offered sandbags. "It's not wind, it's rain we're concerned about", said Greg Flynn with the Mississippi Emergency Management Agency. Tornado warnings were also issued for counties in Mississippi.
Storm impacts along the Gulf Coast should wane Thursday as the remnant circulation heads north toward northern Louisiana, Arkansas, Tennessee and Kentucky. Tropical Storm Force winds from 39 to 73 miles per hour are possible through Thursday afternoon along with isolated tornadoes. Cindy's maximum sustained winds have increased from 40 miles per hour to 60 miles per hour.
Alabama Governor Kay Ivey reacted to the threat of unsafe high tides and torrential rains by issuing a state of emergency Tuesday, while the Federal Emergency Management Agency (FEMA) has said it is moving 125,000 meals and 200,000 liters of water into Louisiana.
In Knoxville, Tennessee, the power-generating Tennessee Valley Authority, said it was drawing down water levels on nine lakes it controls along the Tennessee River and its tributaries in Tennessee, Alabama and Kentucky, anticipating heavy runoff from Cindy's rains once the storm moves inland. This rainfall could cause life-threatening flooding in these areas. It was stationary much of the day Tuesday but was on a lumbering track that would take its center toward southwestern Louisiana and eastern Texas by Wednesday morning.

At a news conference in New Orleans, Mayor Mitch Landrieu urged vigilance as bands of rain from the system swept over the city. And the National Weather Service says it poses a threat of risky flash flooding.
A tornado watch remains in effect for portions of Alabama, Louisiana, Mississippi, and Florida until 7 PM central.
