FBI special investigator David Gelios said Amor Ftouhi entered the United States legally in Lake Champlain, N.Y., on June 16 and made his way to Flint on Wednesday morning.
The Canadian suspect entered the U.S. at Lake Champlain, New York, on 16 June.
Then came talk of retaliation, the complaint says.

NBC News reported that the suspect stabbed the officer multiple times while shouting "Allahu Akbar", and that the incident was being probed as a possible terrorist attack.
Ftouhi's longtime Montreal landlord said he was not a hard tenant.
"A non-sworn public safety officer - someone who is not involved in that - assisted in taking this individual down and restraining him", said Special Agent in Charge David P. Gelios. "I'm really surprised. I would see him at least once a month, when he paid his rent".

The seized boat was "loaded with weapons for subversive purposes ", it said, but gave no details. In remarks to Iran's ILNA news agency, he said there is no proof they are military personnel.
Ftouhi's social media accounts did not contain any jihadist or extremist propaganda, according to Fadi Harouni, a journalist with the Arabic language service of Radio Canada International, who examined posts on Ftouhi's Facebook and Twitter accounts.
"He was a quiet guy", Piazza said.
USA officials, who have questioned Ftouhi, now believe he acted alone and was not part of a larger plot. When subdued by another official, Ftouhi is said to have asked the officer why he had not been put to death for his actions immediately.
"He further exclaimed something similar to, 'you have killed people in Syria, Iraq and Afghanistan and we are all going to die, ' " the complaint states.
"We're sort of at zero hour of this investigation right now, and since it is a pending investigation, I'm not going to go into great detail as to what we know". Timothy Johnson, Flint Chief of Police, told reporters that Neville "never stopped fighting" and ultimately helped subdue Ftouhi.
The FBI, with local, state and federal law enforcement agencies is jointly investigating this incident to determine the nature and motive for the attack. Canadian TV footage showed police escorting at least one person from the building where Ftouhi is believed to have lived.
"Things were chaotic, but very well organized and under control - how the sheriff's department was handling things and how Bishop International was handling things", he said. They say they understand this to be a lone wolf attack and there is no information, no credible information to suggest that anyone else or anyone in this Flint area at-large is at risk.
