A deal to prop up British Prime Minister Theresa May's minority government is not likely this week though talks with Northern Ireland's Democratic Unionist Party (DUP) to support her government are continuing, a DUP source told Reuters.
This year, the Queen has replaced her crown with a hat while her gown has been substituted for a dress.
Tempted a big lead over the opposition Labour party in opinion polls, May had called the snap election expecting an overwhelming victory that would silence dissenters and give her a mandate to push ahead with plans to leave the European Customs Union and drastically limit immigration as Britain leaves the EU.
Queen Elizabeth II did not mention the planned state visit of President Donald Trump in her speech outlining her government's legislative agenda. "We will work hard every day to gain the trust and confidence of the British people, making their priorities our priorities".
It also said ministers would "bring forward measures to help tackle unfair practices in the energy market", but made no mention of the cap promised during the election campaign.
Separate Bills will aim to ensure the United Kingdom has its own customs regime on exit and can operate an independent trade policy with Europe.
After May lost her majority in parliament with a botched gamble on a snap June 8 election, she is trying to secure the backing of the DUP's 10 lawmakers, though talks have dragged on for almost two weeks. Immigration was the centerpiece issue in the campaign to leave the European Union, and the government has promised to deliver a policy that controls the inflow.
South Sudan no longer in famine, but situation is critical
This situation has since triggered Africa's largest refugee crisis , with almost 2 million people having fled overseas . Deepmala Mahla, South Sudan director at aid agency Mercy Corps, said the overall situation was rapidly worsening.
The Government has rejected suggestions that its commitment to act with impartiality in Northern Ireland - as set out in the 1998 Good Friday Agreement - would be undermined by a deal with the DUP.
This means some of her more controversial pledges would not have enough support to progress through Parliament.
The Speech confirmed plans for a public inquiry into the Grenfell Tower tragedy.
She said: "This is a government with goal".
"My government's counter-terrorism strategy will be reviewed to ensure that the police and security services have all the powers they need and that the length of custodial sentences for terrorism-related offenses are sufficient to keep the population safe", the Queen said. The Conservative-majority government of David Cameron offered 27 in 2015 and 24 in 2016. The Queen's Speech was the first presented by a minority government in nearly 40 years.
Suspicions that the demands of Brexit and the lack of an overall majority have forced the Government to cut back on its activities in other areas are amplified by the fact that eight of the bills are specifically targeted at delivering European Union withdrawal and several of the others cover only relatively minor reforms.
