Kerry says U.S. climate goals in reach despite Trump Paris pullout

The U.S. was represented by acting Environmental Protection Agency Assistant Administrator Jane Nishida following the departure Sunday by EPA chief Scott Pruitt.

As a result, the U.S. said it would not join those sections of the communique on climate and multilateral development banks.

In the point 7 of the 15-page final communique, they "reaffirm strong commitment to the swift and effective implementation of the Paris Agreement, which remains the global instrument for effectively and urgently tackling climate change, and adapting to its effects".

In a footnote to the communique, the United States said it wouldn't join with the other six countries in reaffirming their Paris commitments, but said it was taking action on its own to reduce its carbon footprint.

When announcing the USA was pulling out of the Paris accord Trump said his administration would begin negotiations either to re-enter the deal or set up a new agreement on “terms that are fair to the United States.”.

Already through the first day of works, however, it was quite clear the rift on climate between the US and their major allies was much likely to remain unchanged.

“The U.S.is now left as a footnote to climate action and that's very sad, ” said Canadian Environment Minister Catherine McKenna.

Rifts between the United States and its leading industrial allies over climate change deepened on Monday when Washington refused to subscribe fully to a Group of Seven statement on the environment.

He reiterated his view that the Paris Agreement would remain "irreversible, non-negotiable, and the only possible tool to fight climate change" for all the United States' partners in the G7.

"I also asked the United States to clarify its position that it wanted to renegotiate the Paris agreement", McKenna said in a conference call with reporters Monday.

Italian Environment Minister Gian Luca Galletti voiced his hope a future dialogue with the USA could still develop in the near future.

"I made it clear that the Paris agreement is not open for renegotiation although we are in the phase of negotiating the rules".

It was their first meeting since President Donald Trump announced his intention to pull the US out of the global agreement, which sets a course to try and keep the increase in global temperatures to below two degrees above pre-industrial times.

President Barack Obama's voluntary USA target under the Paris Agreement was to cut US greenhouse gas emissions by at least 26 percent below 2005 levels by 2025, partly by restricting coal-fired power plants. Syria couldn't participate in the Paris negotiations because of sanctions against the government amid the ongoing civil war.
