No budget deal yet as IL nears end of legislative session

Republican Gov. Bruce Rauner called the blown deadline "a complete dereliction of duty" by the Democratic majority of the General Assembly and a "tragic failure to serve the people of IL". You can't find anyone in the State of IL who won't say: "We need property tax relief, our property taxes are too darned high".

IL closes out the current fiscal year almost $6 billion in the red, a deficit that continues to grow.

"We took the budget number from the governor $3.37 billion, we built our budget around that, took all our components of the Brady Budget and the Grand Bargain, which was 3 billion dollars worth of cuts and republican ideas", Sen. The protesters are part of a coalition called Fair Economy Illinois.

"Today, we have seen a great dereliction of duty by the majority in the General Assembly", Rauner said at a press conference. We already have a President in the White House who seems to lack an understanding of the legislative and budgetary process. "We need a balanced budget and we can do this", Rauner says.

"There is no more urgent matter facing the state than the passage of a comprehensive, balanced budget, and House Democrats will continue our efforts to address this challenge, end this destructive impasse and close the Rauner budget deficit".

School funding is another critical area of disagreement. We don't have any funding for higher-ed. We should be negotiating the final terms [of a budget]. It should have come to head tonight, but it didn't.

House Democrats on Wednesday said they needed more time to try to reach a budget deal with their chamber - and ultimately with the governor.

Illinois Comptroller Susana Mendoza retorted back that the state has not passed a budget since he came into office three years ago.

Rauner repeated that a proposal that passed the IL legislature to change the state's inequitable school funding formula is a "bailout" for Chicago Public Schools.

Rauner said he does not support a bill to raise Illinois' minimum wage to $15 an hour over the next five years, saying it would "crush jobs". They simply can not survive; a rash of new closings will likely occur; the state's social service infrastructure will continue to erode.

The first session of the 100th General Assembly concluded without a balanced budget and with the potential for a special session. "We now need everyone to step up and do their jobs and do this for the state of IL". Meanwhile Illinois' backlog of unpaid bills has soared to $14 billion, and has faced numerous credit downgrades.

Moody's also lowered the state's ratings.

The task of passing a budget gets more hard after midnight, when a supermajority of legislators will be needed for any bill to take effect. We placed the ratings on CreditWatch with negative implications because, in our view, the unrelenting political brinkmanship now poses a threat to the timely payment of the state's core priority payments.
