"Here we saw Democrats and Republicans working together in the best traditions of the Senate, and the president disparages it in a way that's destructive", Democratic Senate Leader Chuck Schumer said.
Mulvaney's comments come after President Trump earlier in the day called for a "good shutdown" in September to fix the "mess" in government.
Mr Trump's embrace of such a disruptive event came days after he accused Senate Democrats of seeking that same outcome and obstructing majority Republicans during budget negotiations. The $5 billion increase in domestic spending and fully funded healthcare subsidies coupled with zero funding for Trump's border wall and deportation force have set up Democrats for the next budget battle this fall.

Republicans including Tennessee Senator Bob Corker and Arizona Senator John McCain appeared to be exasperated with Trump's tweets.
"Hopefully, Republicans in Congress will do for the next budget what they did for this one: ignore President Trump's demands, work with Democrats, and get it done".

"I think the President ought to be taking a victory lap and saying he played a role in getting a great deal instead of the (Office of Management and Budget) director wagging his finger and saying we were lusting after a shutdown", he added.
"Look, we have a long ways to go between now and September, but I share the president's frustration", Ryan said today in a press conference on Capitol Hill with other House GOP leaders.

In remarks from the White House in February, as Democrats threatened to filibuster Gorsuch, Trump gave Sen. It also included a funding boost for the National Institutes of Health, despite Mr. Trump's request to cut NIH funding.
When a reporter asked Mulvaney where the wall in the picture behind him was on the border, he couldn't answer. "I hope the President does not seriously wish to have the consequences of a government shutdown resting squarely on his shoulders". "And we didn't do any touting like the Democrats did, by the way", he said at an unrelated White House event.
Senator Michael Bennett (D, Colorado) reminded his followers that the last government shutdown lead to workers sent home without pay and labs were closed. The two discussed "safe, or de-escalation, zones" in Syria, according to the White House.
