The Canadian city of Montreal has declared a state of emergency following floods caused by torrential rains, media reported.

Schools and government buildings were closed in some areas as the province grappled with the worst flooding in decades.

The floodwaters were expected to peak in Montreal later on Monday, Quebec Public Safety Minister Martin Coiteux told reporters.

About 1,650 members of the Canadian Forces have been deployed across the province, assisting local emergency responders in their efforts to shore up dikes, fill sandbags and other measures meant to fight the flooding.

Another local, Sylvie Briere, was dropped off outside her flooded home by a local man with a canoe.

In the small community of Pierrefonds, about 30 kilometers (18 miles) from Montreal, resident John Parker was busy Monday morning hauling wet furniture and personal belongings to the curb, as a pump and hose sputtered water from his flooded basement over a wall of sandbags.

Stewart says most homeowners grappling with flood damage will be left relying on government assistance, which typically covers less than insurance.

Some 1,200 troops have been deployed to help evacuate people.

"Quebec and Ontario asked for military support and we're happy to give it and of course the federal government will assume all the costs related to support for Quebec and Ontario in these floods".

More than 1,000 people have been evacuated in Quebec province, the largest number coming from Gatineau, near Ottawa, the province's emergency response unit said Sunday.

A Concordia University professor and climatologist said the combination of the record rainfall, melting snow, and global warming is what led to the extreme flooding.

New evacuations were ordered in Pierrefonds, on the north-western shore of the Island of Montreal on Sunday, after three temporary dikes ruptured, quickly sending water levels higher. "I can understand the anxiety, the angst people feel right now".

"I've been here 20 years, I've seen nothing like this".
