Trump's first tariffs: Canada's lumber imports

He did not give details but the Trump administration on Monday moved to impose tariffs on imported Canadian lumber that mostly feeds US homebuilding.

"People don't realize that Canada has been very rough on the United States". "I love Canada. But they've outsmarted our politicians for many years, and you people understand that".

"Canada has made business for our dairy farmers in Wisconsin and other border states very hard".

Meanwhile, Canadian Prime Minister Justin Trudeau warned Tuesday that Canada and the US could suffer a "thickening" border as the Trump administration imposes new tariffs on softwood lumber and trade tensions between the two countries escalate.

The discussions were held against the backdrop of Trump's election campaign promise to renegotiate the North American Free Trade Agreement (NAFTA), threatening "to withdraw" if the US' partners, (Canada and Mexico) refuse to renegotiate.

"So right now, it's a bit early to say what's going to happen, but I know that everyone in the industry is watching this very closely because if you count on that USA market as a major customer base for your company, you're probably pretty concerned right now about what the future looks like". "So they're quite material items", he said. "But they still have to play by the rules".

In fact, Canada is one of the few nations that we enjoy a trade SURPLUS with, exporting $337.3 billion worth of goods and services, versus imports of $325.4 billion ... a surplus of almost $12 billion! USA lumber companies have accused their Canadian counterparts of receiving government subsidies and dumping lumber into the United States market - much of which goes towards building homes.

"Lumber prices are high right now and the reality is the United States needs our lumber", she said. Lumber prices had been low since the last trade deal expired in 2015 and a moratorium allowed Canada to export softwood lumber duty free into the U.S.

And this is not the only sign of increased trade tension between the USA and Canada. Most US homes are made with wood framing and some entirely of wood. The duties, which Commerce Secretary Wilbur Ross said Tuesday will cost about $1 billion annually, will range from 3 percent to 24 percent, depending on the manufacturer. One pricing program, the National Ingredients Strategy, provides incentives for Canadian dairy processors that steer them away from purchasing USA products. During a briefing on Tuesday, some Canadian officials raised the possibility of a legal challenge to the softwood lumber tariff under Nafta or the World Trade Organisation, although neither could happen until next year, after the Commerce Department makes its final determinations. Then an independent agency, the U.S. International Trade Commission, still has to find that the subsidized imports injured the domestic industry before duties are applied.

He said the larger companies are somewhat insulated from the financial hit, since they have bigger balance sheets and many own US sawmills that could help them diversify their operations if USA prices go up. He also denounced Canada's dairy supply management system as a "disgrace" that is costing American farmers their livelihoods.

"I just think it's important for us to be ready with action that we're prepared to take", Wall said Tuesday at the Saskatchewan legislature in Regina.
