The US also hosted women's World Cups in 2003 and 1999, while Mexico has hosted men's World Cups in 1986 and 1970, and Canada had the women's World Cup in 2015. Brazil spent more than $11 billion to host the event in 2014, and Russian Federation is on pace to spend about $20 billion for 2018.

"Given what's happened in some of the last World Cups and Olympics, building a stadium without a long-term use isn't an appealing option", Gulati said.
