Police said he may be outside OH and they're warning residents of Pennsylvania, Indiana, New York and MI to be "on alert".
Police in Philadelphia say they have "no indication" that the suspect in an apparently random killing in Cleveland is in Philadelphia.
Seventy-four-year-old Robert Godwin Sr. was looking for aluminum cans on the sidewalk Sunday afternoon on 93rd Street in east Cleveland when Steve Stephens, a man precisely half his age, pulled his Ford Fusion to the curb and spoke into a video on his cell phone.
Godwin's children say the reason they are able to forgive Stephens is due to their father, who took them to church every Sunday, and always stressed the importance of forgiveness.
In another video posted to Facebook, Stephens said that he gambled away everything and that he and his girlfriend had planned to marry but didn't, without saying why.
It begins with a human conversation, not a technological one: A 74-year-old man who said "Joy Lane" in a Facebook video was killed moments afterward.
"This is a horrific crime and we do not allow this kind of content on Facebook", said a spokesperson for Facebook. Authorities have warned people in Pennsylvania, New York, Indiana and MI to be alert for him, and the FBI is assisting in the investigation. A reward of up to $50,000 has been offered for information leading to his arrest. No additional victims have been found, police said. Cain said troopers investigated those claims, and continue to investigate incoming reports, but so far there have been no confirmed sightings in Indiana.
"We want to keep it that way", Cleveland Police Chief Calvin Williams said Monday morning.
"We are still asking Steve to turn himself in, but if he doesn't, we'll find him", Williams added.
"I don't think they understand that the correct answer is zero", says Brian Wieser, an analyst who covers both companies at Pivotal Research Group.
North Korea Should Not 'Test Trump's Resolve': US Vice President Mike Pence
The concerns were exacerbated after a North Korean missile exploded during launch on Sunday, U.S. and South Korean officials said. In 2013, South Korea's defense minister balked at the idea of joining the US missile defense system, citing costs and logistics.
The woman Stephens mentioned, Joy Lane, said in a text to CBS that "we had been in a relationship for several years". He is "without a doubt" armed and risky, Williams said.
Though Pennsylvania authorities said that Stephens' cellphone had issued a "ping", or a signal, in Erie, Pennsylvania, the Erie Police Department said it had no knowledge of a ping emitted from its city.
Stephens' mother said she saw Stephens the day of the shooting but does not figure to see him ever again, according to CNN.
Facebook took the video down after multiple people reported it, though it took the tech giant three hours to do so, garnering criticism from some.
"We received reports about the third video, containing the man's live confession, only after it had ended", he said.
Steve Stephens had worked at Beech Brook since 2008, most recently as a vocational specialist for the agency's Assertive Community Treatment team for youth and young adults, the company said in a statement on social media.
The chief also said investigators have been talking with family members and friends of Stephens, who is employed at Beech Brook, a behavioral health agency headquartered in Pepper Pike, near Cleveland.
"She's the reason why this is about to happen to you", the gunman said.
They say Stephens may have left OH, and they're urging people in Pennsylvania, New York, Indiana and MI to be on the lookout.
