Data was taken from more than 3,345,025 vehicles that had been analysed using SATRAK tracking software from January 1, 2016 to December 31, 2016.
The data covers Britain's entire 2,173 miles of motorway network.
The traffic in Ely travels at the same pace as the country's capital, London, travelling at an average speed of just 14.59mph.
The 242-mile stretch of motorway - 120 miles clockwise and 122 miles anti-clockwise - beat key routes such as the M3 and M4 to the title, with an average speed of 25.05mph.
